The report to the 19th national congress clearly pointed out that the principal contradiction in Chinese society has been turned into the contradiction between the people’s ever-growing needs for a better life and unbalanced and inadequate development,so that every child can enjoy a fair and quality education has become the new expectation of hundreds of millions of people.However,the development of compulsory education in China is still unbalanced between regions,between urban and rural areas and between schools.There are many reasons for the unbalanced development of compulsory education,among which the most important one is the unbalanced allocation of teachers.Therefore,the balanced allocation of teachers plays a key role in promoting fair education and balanced development of compulsory education.By comparing urban and rural areas,this paper found that the imbalance in the allocation of compulsory education teachers in C county was mainly reflected in the quantity,structure and quality.Its concrete manifestation is: the quantity aspect,the teacher overenlists and the absence enlists the phenomenon coexistence,part subject teacher shortage.In terms of structure,the age structure and title structure of teachers are unreasonable.In terms of quality,the educational level of teachers is low and the loss of backbone teachers is serious.The reasons that lead to the imbalance of allocation of teachers in rural compulsory education in C county include insufficient investment in rural compulsory education,defects in the teacher appointment system,poor mobility of teachers in urban and rural areas and imperfect training system for teachers.To solve the problem of unbalanced allocation of teachers in rural compulsory education in C county,we can start from four aspects: first,increase the investment in rural education.We will improve the conditions for running rural schools and the welfare of teachers,and attract outstanding teachers to join the ranks of rural teachers.Second,reform the teacher appointment system.We will reform and improve the system of appointment of teachers,including the system of supplementation of teachers,the system of management of teacher staffing,and the system of evaluation and carrying out the development of education groups,establishing the system of regular turnover of teachers,strengthening the construction of education information resources sharing network,promoting the reasonable turnover of teachers,and realizing the complementation and sharing of high-quality teachers in urban and rural areas.Fourth,improve the teacher training mechanism.The professional development of rural teachers can be promoted by building a training mechanism for rural teachers that is integrated by local governments,higher normal universities and rural schools,and a teacher training mechanism that is based on higher normal universities and supplemented by county-level teachers’ training schools and provincial experts and famous teachers’ groups.
