Reasonable allocation of teacher resources is the key to improve the quality of education, is to provide the people with the priority of quality of compulsory education, is to promote the need of balanced development of compulsory education. Based on the H city compulsory education present situation and future trend of development, this article from the perspective of education policy research problem teachers’ balanced allocation of compulsory education, from two aspects of empirical research and policy thinking, according to the theory foreshadowing, problem analysis, cause analysis, the countermeasures for logical structure, in turn, is launched.The first chapter includes the problem, the significance of the topic, the domestic and foreign teachers resources allocation research present situation, research methods, research ideas.The second chapter points out the relationship between the background and the balanced development of compulsory education and teacher resources allocation of the balanced development of compulsory education. The balanced development of compulsory education background is about from three aspects of the impact of economic and social development, the education policy adjustment, of education and human development itself, the relationship between the balanced development of compulsory education and teacher resources allocation from the balanced development of compulsory education to the rational allocation of teacher resources rational allocation of teacher resources is a necessary condition for equilibrium and the development of compulsory education is discussed.Analysis of the causes of third chapters including H teachers present situation of resource allocation and allocation of teacher resource survey results.
