In the video message for the UN "education comes first" global initiative jubilee, President Xi Jinping emphasized the development of universal education, the construction of complete lifelong education system and learning society. And he also pointed that we should try best to make all the people benefit from more fair education much better. In 2014, on the CPPCC National education sectors of the joint conference, Chinese Minister of education Yuan Guiren outlines "Chinese education dream" including lifelong learning. The chapter "promote education legalization" is listed in "National medium and long-termed educational reform and development plan (2010-2020)".And the plan also specially pointed out that we should establish lifelong learning law as soon as possible. The system of lifelong learning and education itself won’t form automatically, thus law’s authority must be needed in the process. Only by legislation to highlight the insignificant position of lifelong learning and lifelong education in the whole system of education, the further development of lifelong learning and lifelong education can be guaranteed. Taiwan has the same roots and ancestors with the mainland, it firstly establish the method of lifelong learning in China. Therefore, research on Taiwan "Lifelong Learning Law" should be paid much more attention. It’s conducive for Taiwan to promote the development of lifelong learning and the improvement of the relevant theoretical research on legal system, to absorb excellent achievement got in the legislative process of lifelong learning in Taiwan. Besides, it’s conducive to guide the legislation practice of lifelong learning in China, so as to promote the construction of lifelong education system in China.The thesis is divided into four parts:the first part is the basis of the further analysis and research.It reveals the possibility and necessity of Taiwan "lifelong learning law" promulgation based on concerned background, which is analyzed from three aspects of the ideological and policy legal basis, economic development and education culture foundation. The second part is the core of the thesis. It introduces the basic situation of Taiwan "lifelong learning law" mainly focused on the respects of legislative process, legislative ideas and principle, concrete contents and etc. In the part of legislative process, the author makes detailed analysis according to several phases, which are the dissemination of lifelong learning ideology, the origin, revision and implementation of Taiwan "Lifelong Learning Law". About the legislative idea and principle, with reference to the relevant experts’and scholars’formulation, the author summed up and discussed the ideology of advocating lifelong learning and education running through the law all, and three principles concerned governmental duty, the protection for vulnerable groups and the links of different educational forms. In the part of key contents, it is categorized into four blocks, that are concepts on lifelong learning, the governmental responsibility, safeguard mechanism, matched supervision and management.And the author specific interpretation coming with them one by one. The third part is the evaluation about Taiwan "Lifelong Learning Law".It’s described from the law’s features and defects. The author evolved four features which are the unity of inheritance and prediction, rigid and flexible measures, multivariate promotion and integration, common management and independent school. Except, the author pointed out three defects, they are unclear content block, insufficient legislation on adult education and the lack of operability partly. Base on all above, the author in the fourth puts forward four enlightenments to impel related development in China, which are the establishment of lifelong learning ideology, the implementation of governmental duty, the promotion of legislative process in steps and high-speed.
