Differentiated primary school English teaching according to students’ characteristics and personality, sets up the teaching mode, to meet the demands of differentiated instruction, and allows students to learn the status and level of confidence in its own. At the same time, the primary school stage is the key role of subject interest training, students can display themselves fully, and feel the fun of learning and achieve academic success.At more and more schools, primary school English teaching is layered, and although the English level of the students has began to increase, the hierarchical teaching management contains many problems. Because of the students’ English level differences, "labeling effect" and other psychological problems among students; the problem of division and establishing the right evaluation mechanisms appear among teachers. In this paper, it is these aspects of management problems of within existing primary English teaching in schools, through repeated research, to present solutions to the issues addressed.The structure of this paper is mainly divided into five parts. The first part is the introduction; an elaboration into why this topic was selected, the research purpose and significance, literature review, concept definition and research methods. The second part is a study of basic theory on English teaching, and the third part focuses on primary school English teaching problems discussed mainly as an established hierarchical mechanism, teaching process and evaluation methods of problems. The fourth part is on the appearance of the three largest challenges put forward to improve the performance of a potential school, and primary school English teaching strategy; and the fifth part is the conclusion and a look to future research.Based on the research and writing process, and according to the management problems existing in current hierarchical English primary school teaching, such as in-depth inquiry, and identifying the root problem in hierarchical management, a focus on English primary school teaching management improvement plays a clear significance, and therefore, writing on the topic remains of great theoretical and practical significance.
