| Education fairness is the foundation of social justice. The basic education naturally with equality orientation is geared to the needs of every citizen and every child. In China, the realization of basic education equilibrium development and promoting education fairness has become a national basic education policy. At present, the rapid development of urbanization has brought new challenges to the city’s basic education equilibrium development, namely, the question of equilibrium development of basic education between rural and urban areas within a city, between districts, and between different residents.Under the background of new type urbanization, this thesis takes A city as a case study of basic education development between districts, using qualitative and quantitative analysis method on the basis of field research. Based on the analysis of the existing academic research and education equilibrium development theory, this thesis thinks that basic education equilibrium development is a concept of multi-angle and multi-level, which needs to adapt to the level of economic and social development and also needs to realize the balance of education supply and demand both in quality and quantity, providing relatively equal education opportunities and conditions for every educated people so as to realize the high quality of basic education equilibrium development. Basic education equilibrium development between districts within a city requires general balance in allocation of education resources, education development level, and teaching quality and effect. By the field research of A city and its districts, we find A city basic education equilibrium development between districts is suffering with imbalanced distribution of high quality education resources and imbalance of demand and supply in high quality education, as well as difference equilibrium development degree of basic education. Quantitative analysis method is used to measure the Theil index of indicators corresponding with funds for education, education facilities, teachers and other aspects between A city’s districts. Then draw conclusions as follows: On education funding, the funding levels of all districts in A city have been significantly improved, which has had a positive effect on the equilibrium development of basic education between districts. On the education facilities, schools in different districts generally can meet the basic education standard line, but imbalance above the line is still exist. On the faculty, the equilibrium configuration of primary school teachers in A city is well, by contract, the equilibrium configuration of junior middle school teachers performs unstable, showing a certain non-equilibrium. In general, A city basic education between districts has implemented the basic equilibrium development. What it faced with in current is how to achieve a high level equilibrium development. This thesis discusses the factors which restrict the equilibrium development of basic education between districts in A city, mainly including the gap of economic development level, the lag of basic education system reform and the market distortion in basic education public administration. Given in the implementation effect of current education policy and the information feedback from the field research, we put forward the following suggestions to promote the city basic education equilibrium development between districts:First, change the traditional management idea, accelerate the pace of education system reform, explore new models of teacher management and put teacher flow policy into effect. Second, encourage private education, public-private partnership model in basic education, increase education market dynamics and people’s choice space for high quality education, effectively alleviating the intensified school-choosing phenomenon. Third, use Teachers Help Each Other and Famous High School Runs Branch School to promote resources flow and integration of existing high quality resources. Finally, strengthen supervision of equilibrium development of basic education and improve the quantification and evaluation, so that monitoring and evaluation mechanism can play its function in encouragement, guidance and control. |
