National-fund system has been throughout the students’ entire learning career. Compared to other fund systems, high school fund system is much more important as well as being imperfection due to established lately. High school education combines compulsory education and higher education, high school funding system aims to promote education equality. High school fund system plays an important role for social development and stability.This essay based on poor students funding system of Hunan ordinary high schools, then conducted diagnosis by a comprehensive research of the current situation of poor students funding system ordinary high school. According to local conditions, realistically propose countermeasures to perfect Hunan ordinary high school poor students funding system.In order to better understand the current situation of poor students in high school, we selected high schools form Fenghuang County as our study object.By handing out questionnaires and information collection; we had a preliminary understanding of poor students. At the same time, by using the method of literature and survey analysis, we did a comprehensive study of Hunan ordinary high school funding system’s funding organization leader, funding organization form, funding standard policy, funding operation system,funding types,funding evaluation and supervision. According to above analysis and discussion, this essay proposed counter measures to perfect Hunan ordinary high school poor students funding system. Firstly, improve and perfect current funding system to meet poor students’ needs. Secondly, increase financial aid investment; ensure the sources of funding fundamentally. Thirdly, increase funding ratio and standard to better the operation of funding system. Fourthly, strengthen the monitoring and evaluation of funding system. Fifthly, increase social participation and broaden the donation base. Sixthly, realize the goal of funding as well as students’ education, advance students growth in a more healthy way.
