China has established a relatively perfect financing system of poor students, but senior high school has not systemic, well-funded policies, in particular, it is a blind spot in undeveloped remote rural areas. Currently the research on the high school funding in China is hard to see. Therefore, we do not know the information about the poor students' background, studying, psychology, life. Besides, we do not comprehend the situation of high school funding. Furthermore, there has been scarce literature on how to subsidize high school poor students.For these reasons, the article did the survey in 9 classes of three schools in Z city in Hubei province, and interviewed the school manager, poor students and teachers. Based on the acquisition of a wealth of first-hand survey data and the theories of development economics, education economics, the poor students theory, the public theory and related analytical tools, starting with the definition of the conception of poor students in rural high school, the article analyzed the current situation of the poor students, the funding situation in rural high school, and the reasons for the funding problems. Based on this, the paper explored the framework of the financing system, prescribing the scope of funding, capital share, the proportion of funding, the support standards, given the reference views and the recommendations.We have a great number of high school poor students, with high proportion, imbalanced distribution, a high school spending, a heavy burden, and different degrees of psychological problems, and so on. The sources of funds are less, the coverage is narrow, the amount is small, and the effect is not obvious.To solve the problems, the government needs to assume its responsibility, establishing the funding system, and make the poor students in rural high school successfully complete their education.
