In recent years, with the increase of China's total education investment, a multivariate investment system in education has formed gradually. The construction of funding system in different levels of education has gained great breakthrough. Senior education bridges primary education and high school education, but it affiliates to neither. Its funding system becomes a "vacuum zone". Funding problems for poor students in rural senior school is especially serious in the general funding system. Most rural towns are located in remote places, economy there always develops slowly, and the rate of poor senior student is higher. Therefore, the research in funding system of poor students in rural normal senior school is not only related with the study problem of rural poor students, but also related with the development of rural senior education.The study followed the principle of "putting the theories into practice" and was based on the related economic theories and education theories, including equality of education opportunity theory, human capital theory, and cost-sharing theory. Under the guidance of these theories, the author studied many documents, and carried on a questionnaire survey and interviews in a representative city of Luan, in AnHui province. Finally, the author analyzed the data of questionnaire and draw several conclusions.After analyzing of the data carefully, the author draw the following conclusions: Firstly, the input of the government was seriously lacked. It contains two aspects, one is that the education funding of the country is not enough and the other is the funding of AnHui province is not enough. Secondly, many questions and problems were identified in schools. It mainly contains funding difficult in school, insufficient instruction of the funding policies, the standard of evaluation is not clear, and so on. And thirdly, social donation is not enough for many reasons.Through the analysis and conclusion of the above, at the end of this research, the author constructed a funding system of poor students in rural normal senior school based on the real situation. It contains many aspects, such as government investment, tuition and fees, funding policies, policies supervise, quantitative the standard of the poverty, establish social investment, and so on.
