This article mainly talks about data analysis of the national non-enterprise units about sports from relevant policies of non-enterprise units about sports, using Heng Li swimming club as representative to analyze the benefits and disadvantages of specific policy, so as to understand present situation of development about non-enterprise units about sports in our country to find out the main problems and analyze causes, so that we can put forward relevant policy suggestions on the basis of this.The study found that non-enterprise units about sports themselves have certain problems. Management system, institutional setup and personnel allocation, etc of non-enterprise units about sports are yet to be perfect. In the process of economic system and political system reform, the government is to make positive efforts to transform function, power, so that non-enterprise units about sports will get more chances for self-development. And it also puts forward that the government should put the non-enterprise units about sports in the overall reform, just like economy, politics, culture, health, etc. The government should issue policy to support non-enterprise units about sports on the basis of sports laws and should set up assessment system for them. The Sport Administrative can issue a set of reasonable system for the development of the non-enterprise units about sports.
