Index System Of Shanghai Sports Evaluate Private Non-enterprise Units

Private non-enterprise of sports is a kind of Substantive non-profit organization,providing sports services to community directly.It plays an irreplaceable role whether in absorbing employment, cultivating sports talents or promoting the national fitness. The Social Organization in Shanghai, which is the economic center of China, gained considerable development as a result of the rapid economic development and social progress since the Reform and opening up of China. Due to the large population, living standards improvement and strong fitness consciousness, there’s a great deal of public sports demand,which provides the fertile soil for the development of sports Private non-enterprise.It’s not a long time for academia and government departments in our country to attach great importance to the evaluation of social organizations,and there’s no current practice for the evaluation of sports Private non-enterprise. By building the evaluation index system, we can help government to guide the development direction of sports Private non-enterprise and help the organization diagnose the problem and design development program to promote its development. So both of the government and the private non-enterprise have certain requirements for evaluation.At present Private non-enterprise of sports in Shanghai has three characteristics:strong develop,high government dependence and relatively single type. Sports club is the main form,but elitism in Sports Club largely reduced its non-profit,so we should highlight the investigation to the public welfare of sports Private non-enterprise.The development momentum in the last decade is swift and violent,while Private non-enterprise of sports are very dependent on the government’s support and cooperation, the type is also relatively simple to carry out and business activities are limited, so it’s necessary to think about its development model and evaluate from the perspective of sustainable development. In this paper, we use expert questionnaire and fuzzy Delphi method to construct the evaluation index system of Shanghai sports Private non-enterprise from the angle of public welfare and sustainable development. The system consists of two first indicator-public welfare and sustainable development,10secondary indicator-Organization purpose, non-profit, public welfare activities,28three-level indicators and80four indicators. And after collecting the expert opinion,we use the analytic hierarchy process (AHP) to calculate the index weight, the conclusion is that nonprofit and legitimacy is the most important factors to assess the public welfare and expansibility. Finally we chose Shanghai XuJiahui community sports club and Kangjian community sports club as the objects of a trial evaluation to further validate the operability of this index system. This study has both theoretical and practical significance, which make a assessment of sports private non-enterprise the existing regulatory environment and sustainable development from a public perspective of public welfare and expansibility a, it’s of great significance for regulating their activities and promoting their long-term development.
