Research On The Strategy Of Construction The Propagation Force Of Chinese University Think Tank

If the national government is the brain of the official decision, think tank can be referred to as the government’s "extended mind", it generally refers to the non-profit organizations for public policy research. In the modern sense think-tank in China started later than in the west for decades, and in 2009, our country give a higher specification and a wide range of the think-tank attention and discussed at the first time. But Chinese think-tank can not play an important role, especially on the international stage,it has not yet formed influence mechanism and brand reputation in the true sense.Globally, think-tank is a core part of the "soft power" in a country.it is an important intelligence support to promote research into realistic productivity. In number, China’s think-tank ranked second in the world now, but compared with the United States and other western developed countries, the Chinese think tanks’ level does not yet have advantage.The construction and development of think-tank become one of the important tasks in the new period of our country.75% of American think-tank established in academic and superior human resources of colleges and universities. The construction and development of Chinese think tank in colleges and universities is in the early stage of development, facing many problems like the system mechanism is not perfect, and so on. Institutional barriers and decision-making consultation system is not yet perfect composting the fundamental cause of the problem. Since 2010, the state has issued documents, requiring to strengthen the attention and promote the work of think-tank in colleges and universities.Therefore, the construction of China’s think-tank in universities is the important subject.The construction and development of think-tank in colleges and universities is relating to the strategic activity and the long-term development of the country. In today’s era of globalization background, the geopolitical, economic cooperation, energy, environment, war and diplomacy, and many other international problem becoming the common problems to the world, a country’s cultural soft power play an important role in the comprehensive national strength competition. Relying on university set up and develop,think-tank can playing a more fully thought innovation, policy recommendations, affect the important role of public opinion, and playing a "revolving door" role to training talents for the government.However, our country’s think-tank in universities lack of influence compared with the developed countries such as America’s famous universities.In this paper, the think-tank, represented by American colleges and universities are analyzed and introduced.The author try to point out American think-tanks’ characteristics and experience in the propagation force construction, and contrast the problems and obstacles of think-tank of colleges and universities in our country, and then,find out the differences between them, and analyze the differences to promote the propagation force of university think-tank.
