Research On The Construction Of New University Think Tank With Chinese Characteristics

To Boost the modernization of national governance system and capacity for governance,the comprehensive reform of higher education,and to improve the social service capacity of university,is the time value and practical significance of University think tank construction.Currently,The national governance and university governance are faced with the dual reform of strategic transformation and institutional innovation,the expectations for higher schools are rising,with the rapid change of international and domestic situation and the continuous development of social economy,The party and government need the participation of think tank to deal with a series of new problems,new challenges and new opportunities in the process of national governance.The third plenary session of the 18 th CPC central committee had clearly put forward,the party and the government should focus on strengthening the construction of new think tank with Chinese characteristics and establish a sound decision-making consultation system.“On the strengthening of Chinese characteristics of the new think tank construction opinions ” had clearly put forward,we should promote the development and integrity and deepen the reform of the management system of university think tank.strengthening the construction of new think tank with Chinese characteristics and giving full play to the function of decision-making consultation of university think tank,have great significance to promote the early realization of national governance and the modernization of governance system.At present,Under the leadership of the party,each university has made great efforts to strengthen the construction of think tank,and as it as an important measure to serve national and local economic and social development and improve service capacity.Meanwhile,the construction of think tanks has made rapid progress.But,compared with the the demands and expectations of the party and government,there is still a large gap between the existing university think tank system and the national basic requirements.To analyze the present situation of Chinese university think tank construction,clarify the existing problems and difficulties in the construction of university think tank,and grasp the development of the famous university think tanksat home and abroad,are helpful to better define the overall layout and future trend of the university think tank construction.This research is to study the construction of new think tank with Chinese characteristics by using the methods of literature research,text analysis,comparative study and others to do a systematic research on the construction of new university think tank with Chinese characteristics.To deepen the research of the new type of university think tank is to focus on five aspects: firstly,To describe the background,significance and method of the research on the new university think tank with Chinese characteristics.Secondly,On the basis of clarifying the connotation and concept of the construction of new university think tank with Chinese characteristics,then deeply analyze the theoretical foundation of the research and the historical development logic of the university think tank.Thirdly,describe the time value and practical significance of the construction of new university think tank with Chinese characteristics from the two aspects of national governance and university governance.And,analyzes the achievements,existing problems and difficulties in the construction of Chinese think tank.Fourthly,Compare the situation and experience of the construction of the hoover institution at Stanford university,the university of Lancaster big innovation center,social policy research centre at the university of new south wales in Australia,institute of international and strategic studies Peking University and Chong-yang institute for financial studies,renmin university of China from five dimensions.Lastly,puts forward that the reform should be deepened from the perspectives of the construction of the university think tank,the construction of the talent team,the management and operation mechanism of think tank,the dissemination and promotion mechanism of the achievements of the think tank by based on the problems existing in the construction of Chinese university think tank and the analysis of the experience of the construction of think tank at home and abroad,so as to promote the development of new university think tank with Chinese characteristics.
