Education is continuously developing with development of humanbeing and society. The development of science and technology and society promote the changes of education. In recent years, international education reform changes from "Quantity" to "Quality", appreciating high-quality general education instead of amounts of knowledge. In order to develop general education with international trends, our government come to enhance qulity of general education, and the assessment of students’achievement is based on "competence" instead of "knowledge". There are integrated curriculum and subject curriculum in our curriculum system, taking subject logic sequence, level of students’ cognitive development, and needs of social development into consideration. Scientists thought that chemistry is a central, practical, and creative science. Chemistry is relevant to daily life, and it is important base of learning science. Thus, it is essential to improve students’chemistry competences.What does chemistry competence include? How to evaluate students’chemistry competences? How is students’ chemistry competences characteristic? These are the focus of this essay. This study summarizes curriculum standards of many countries, and educational literature related to students’ ability in chemistry, and compares international students assessment system. Using these information and through logical analysis, we conclude with five points of chemistry competences:conceptual understanding, symbol representation, models and modeling, and quantification. Based on these chemistry competences, we construct an assessment framework of students’chemistry competences, and in the framework there are expecting representaions of students. Besides, we also consider if the item difficulty and the students’ability maches, whether item types maches cognitive goals, and whether item context is reasonable. Then we use SPSS18.0 and Rasch workshop to analysis the reliability and validity of the database. On the base of high reliability and validity, we analysis the data of the students taking exam in our study.There are four parts in this essay, including background introduction, which introducing the cause of this study and researching methods, discussing the meaning of this study. The second part is theoretic research, through large amount of literature and text material we explore the content of chemistry competences. The third part is empirical research, based on theoretic research we build the database, and then use SPSS18.0 and Rasch workshop to analysis reliability and validity of the item which are chosen from the database. Besides, we compare the chemistry competences distribution, and the differences between male and female. The forth part is summary and prospect, the finding shows that students’chemistry competences shows almost in normal distribution, and the level of male is higher than the female’s. Because of this finding, we should pay more attention to the girls in our daily teaching. Because of the restrictions of time and study process of school curriculum, there are some drawbacks in this study. Thus, we will do more survey to make this study more accurate and persuasive.
