In 2008, the Ministry of Education issued a document" Guidance of the Ministry of Education on Implementation of Performance Pay in Compulsory Education Schools", which provided that since 2009 the teachers’ salaries were changed to a performance-based payment system in the national period of compulsory education.Since then, it has become all concerns whether this performance-based payment system is moving toward the target orbit. But the implementation of teacher performance salary is a complicated systematic project, there may be many problems. The purpose of the study is to reflect the implementation of teachers’ performance pay system through empirical research and survey analysis, and then to optimize a fair, reasonable and scientific evaluation criteria and distribution program of teachers’ performance pay by comparison and model construction. The thesis mainly consists of four parts.The first part introduced the reform of performance pay system in compulsory education school, analyzed the implementation plan of incentive performance pay which was included in the teacher performance pay policy, and discussed the incentive target of the incentive performance pay made by the school.The second part, taking the teacher incentive performance pay in Junior high school of P district in Shanghai as a case, was related to the incentive achievements of teacher incentive pay for performance based on the statistical data, and the analysis of incentive predicament.The third part analyzed the possible reasons for the problems during the implementation of incentive performance pay by using the motivation theory.The fourth part, put forward proposals and strategies to promote the accomplishment of teachers’ incentive salary objectives, and pointed out that teachers’ work had its own particularity.
