In the international arena, the track and field sports has enjoyed a high prestige and status, avatar is regarded as a faster, higher, stronger Ollie Peak spirit, embodies the value orientation of competitive sports and mass sports. This paper is based on such background, the problem of culture research in China sports school track and field project personnel system, and an empirical investigation and mathematical analysis of the Henan province sports school as an example, the optimization path and Development Countermeasures of sports school track and field of our country project of cultivating sports talents to explore under the new situation.In order to enhance the scientific countermeasures, and the operability of the system studied in this paper, in this study will adhere to put forward questions, analyzing problems pedagogy, management study and mathematical statistics and other relevant scientific knowledge and methods, in the analysis, based on comparison and reference for countermeasure of track and field project of Henan sports school personnel to put forward under the new situation of culture.
