Efficiency and equality are at opposite poles. The "211" and "985" Projects for higher education reflect the principle of giving priority to efficiency with due consideration to fairness in our country. Does the distribution system work? That is, does the efficiency-first distribution system in the macro level assure the efficient utilization in the micro level? The paper takes one of the "211" Project university as a case, and studies the utilization efficiency of material and financial resources within it.In the first part, the paper makes a summary of the related concepts and measurement indicators, and then selects the appropriate measurement indicators forthe topic of the paper------the utilization efficiency of material and financial resources.The investigation reveals the current state of utilization ratio of related resources since the expansion of the university. A conclusion can be got by comparing the data of the case university to the corresponding data of other universities at home and abroad: the utilization efficiency of one kind of material resource is different from others for its inherent properties and its subjects; and there still is some space to improve the utilization efficiency of financial resources for its dual restrictions of outer and inner supervision and management mechanisms. According to the elaboration of theories of principal-agent, rent-seeking and stake-holder, the paper tries to find explanations in the mechanisms for the unreasonable phenomena such as disuse or overuse of material and financial resources, and puts forward the some operational suggestions to improve the utilization efficiency of material and financial resources.
