In Africa, the number of teachers in a serious lack of adverse background, resulting the normal teaching activities are difficult to carry out. In order to balancing with African teacher resources, achieving education common development in African Integration Pattern, Africa teacher migration to be consciously expanded among the African region, by implementing the free teacher migration to improve the status of the teachers lack and the uneven distribution of educational resources.African countries’authorities were concerned about the primary and secondary school teacher migration in African region, what indicate the feasibility of development of basic education in Africa. Through the research analysis the types, features, migration factors, migration policies and trends about the primary and secondary school teacher migration in African region, it will provide reference about promote the implementation of Chinese international teachers migration.The paper has six chapter which is divided into six parts. The first part is the introduction, the second part is the first chapter, and the third part is the second chapter, the forth part is third chapter, the fifth part is forth chapter, the sixth part is the conclusion.The first part discusses the research questions raised, meaning topics, and after reviewing the previous research achievements, ascertains the theoretical principle of the study, the content and methods.The second part mainly analysis constitutes on the primary and secondary school teacher international migration, include that the movement of population in history, the similar identity of the migration of teachers, overview the select of teacher international migration way, include that the similar geographical features in migration of teachers, one-way movement of the final migration of teachers, define the type of the primary and secondary school teacher migration in African region, and sum up the main features of the primary and secondary school teacher international migration in African, which can determined the thinking of the research. The primary and secondary school teacher as research subjects, the direction of teacher migration is cross-border migration in Africa. All about those are currently in the ascendant, bloom situation.The third part analyzes the factors which affecting the formation of the primary and secondary school teacher international migration, the subjective factors are the material needs and spiritual needs of self-realization. And under the background of the objective environment, globalization swept inside Africa, unrest in Africa, the mobility policy for African teachers were set up, which lead to amplification of the migration rate and extent year by year.In the fourth part, the mobility policy for African teachers as research subjects. The main policy are "The Commonwealth Teacher Recruitment Protocol" and "Enhancing Teacher Mobility across Africa", at the same time some about the content of the Common Market for some African Unions has also been introduced to promote changes on Africa’s human capital market. Policies are aimed at the promotion of African teachers migration more legalized, rationalization and standardization. But setting goals and policy implementation rules have been far, some of the policies still remain in the ideal space and became economic superpowers’ tool, which for attract human capitalThe fifth part is mainly based on the current status of the African teacher mobility, teacher mobility prospects future development trends in Africa, and analysis to the international primary and secondary school teacher migration in China, as the background of the present situation of the primary and secondary school teacher migration in African region, which can provide some experience that we can learn. Future trends in Africa is still maintain the fast-upper-movement way as the core, along with small-scale teacher return migration, eventually African teachers migration develop is the survival of the fittest in the competition market as the principle, and the direction of the government’s policy, lead to the teacher migration is more rationalization and resource allocation is more equalization. International teacher migration is mainly divided into two types, namely the recruitment of foreign teachers and Chinese teachers dispatched. Recruitment of foreign teachers lacked more reasonable and more normative rulemaking and market principles, still slow development. Chinese teachers dispatched rapid development on the country support, but relatively it is difficult to appear the independent of teacher migration in China. In this paper, as the background of the present situation of the primary and secondary school teacher international migration in African, which can provide some experience that we can learn, through perfect laws, improve teachers’ benefits, change the concept of teaching, strengthen the basic education exchangeable cooperation with other countries, finally, the reasonable international teacher migration mechanism in China can be formed.
