The teacher mobility system of Korean primary and secondary school refers to the personnel transfer system for teachers in primary,secondary,and senior high schools who perform duties such as teaching and student guidance in Korea when they have the same position.It has been implemented since the 1950 s.After experiencing the introduction period,stability period,and maturity period,the system has gradually improved in the 21 st century.It plays an important role in promoting the balanced development of education and has very good reference significance for China.The relevant provisions of the teacher mobility system in Korea's primary and secondary schools were formulated and implemented in accordance with the "Educational Civil Servants Law","Regulations on the Management of Educational Civil Servants",and "Employment Orders for Educational Civil Servants",which demonstrate equality,independence,decentralization,and legitimacy at the legislative level.The principle of publicity and propaganda shows the characteristics of democracy,efficiency,adaptability,stability,balance and professionalism at the level of operation and management.The teacher mobility system in Korea's primary and secondary schools is not uniform across the country.At the macro level,there are differences between primary and secondary schools.At the micro level,Each city and provincial education department have their own characteristics.This article mainly uses the literature research method,policy analysis method,and case study method.By consulting a large number of relevant policies and regulations and Korean literature,it sorts out the historical background and development context of the construction of the teacher mobility system in Korea's primary and secondary schools.From the perspectives of elementary school and middle school,at the same time,from six dimensions: the principles of mobility,the purpose of mobility,the time of mobility,the area of mobility,the type of mobility,and the criteria of mobility,this study explores the operating mechanism of the mobility system for teachers in primary and secondary schools and analyzes three typical cases of teacher mobility in developed areas,remote areas,and central regions of Korea:Primary school teachers of all ages are equipped with a balanced allocation of mobility and the development of a mobile application system of Gwangju City,the Education Office regional unit employment system of Jeollanam-do,and the Education Department teacher mobility ranking list disclosure system of Chungcheongbuk-do to explain how the teacher mobility system in Korea works.Based on a comprehensive explanation of the historical evolution,operating status,and mobility regulations of the teacher mobility system in Korea,this study further explores the operating effects,problems,and improvement programs of the teacher mobility system in Korea.The teacher mobility system in Korea has gradually matured during continuous reforms,and has achieved remarkable results in protecting teachers' rights and promoting teacher development.However,teachers are only one of the three main bodies of education.The effect of the system on students and schools is not significant and needs to be further strengthened.Combined with China's national conditions,we can draw lessons from the experience of the teacher mobility system in Korea.First,Ensure the institutionalization,rationalization,comprehensiveness,efficiency and long-term effectiveness of teacher mobility.Second,comprehensively formulate principles for education personnel management and avoid the school registration of teachers.Third,raise the threshold for teachers to enter and protect teachers' salaries and benefits.Fourth,establish a dual compensation mechanism to promote long-term contributions to mobility.Fifth,establish a mobile security mechanism to expand channels for publicity and communication.This provides useful ideas and inspiration for improving the current situation of teacher mobility in our country,and provides a reference for decision-making and an executable policy model for the formulation and improvement of the teacher mobility system in China.
