The teachers’ professional ethics problems can be mostly regarded as the perennial hot topics in the field of education, the importance of which is beyond doubt. The eighteenth National Party Congress defined the basic direction of education reform. The problems associated with the educators penetrate in the national education in all directions. It has important theoretical significance and practical value.For the attention of the educators’ professional ethics, it reflected in emphasizing the educators’ personal character and putting forward high moral requirements. This phenomenon has its profound reasons in history and culture aspects. However, the times have changed, with the refinement division of work in the whole civilization world, the cultural connotation that the educator loaded is also constantly changing. Theoretical differences will definitely lead to the practical level differences. Under this background, the educators’ professional ethics strengthening cannot only rely on their own consciousness or educators ideology, but on the participation and cooperation with external forces. Under the background of the current Chinese education system, it is incumbent on the administrative department of education which strengthens the education to keep advancing in educators’ professional ethics. Therefore, what roles the educator should play; what level and degree they should come into play; what about their top-layer design method; how to perform and what are the positive and negative effects. All of these above are worthy of our attention.The administrative department of education as a leader of cultivating people’s social activities, should set up the people-oriented awareness, and should have a clear awareness of the responsibilities in strengthening professional ethics. They should also realize their solemn mission and self-value in the process of realizing national education strategies.This paper carried out in accordance with the above ideas. The author clarified the research significance and concepts, and outlines the evolution process of understanding educators’ professional ethic problems. Based on the contents above, under the background of the current educational system in China, the author analyzes the problems about how to reflect the corresponding responsibilities for In-service educators of various kinds in strengthening professional ethics, and tries to make the feasibility of development strategy.
