The teacher professional ethics in the professional development of teachers plays an important role in regulating the teacher’s behavior and enhancing teacher’s professional qualities. It has become the widespread concern around the world to strengthen the construction of teacher professional ethics. This article focuses on the study and analysis of the history and current status of the U.S. teacher professional development, inspecting the current problems in China, and trying to find some experience to promote our domestic teacher professional ethics construction and further improve the professional quality of teachers.The Code of Ethics of the Education Profession by the National Education Association is one of the important measures to promote education specialization, and it is expressed in reference to the content of the law and based on the American culture of advocating for freedom. After several times’amendment, it finally forms a set of content and form which is relatively mature and is followed by many professional education, countries and regions. This thesis introduces in detail the content and form of the professional ethics of teachers in the United States, and its contents include a relatively stable ethical connotations and complex and varied ethics extension. The form includes teacher professional ethics "ought to be" state and "real natural state". This paper reflects changes and evolution of the teacher professional ethical codes made by the National Education Association from the aspects of the scope of application, the focus of the revision, the areas of responsibility, and the content levels.This thesis also systematically introduces the role of teacher professional ethics to the development of teachers. This mainly includes three levels, the lowest level being the legal requirements of teachers, the intermediate stage being the moral dilemma between ethics external requirements and individual intrinsic morality, and finally being the role of multi-level ethics to teachers. At last, the thesis reviews and summarizes the reference function of the American Teachers Professional Ethics Codes to the reconstruction of China’s own professional ethics of teachers and put forward an idea that we should make use of its advantages, and overcome the adverse effects.Undoubtedly the development of the teacher professional ethics in the United States works as the inspiration and reference to the teacher professional development in China. Due to the different national cultures, we must take advantage of the essence and avoid the disadvantages, accelerating the upgrade of the nation’s modernization process and our domestic teacher professional ethics. Learning, absorbing, and taking advantage of the experience of the professional development of teachers in the United States, integrating the two together to create a system of teacher professional ethics with Chinese characteristics is significantly urgent. We should re-examine the interpretation and understanding of the Chinese cultural tradition, handle the relationship between the tradition and the modern, carry forward the excellent moral of the national tradition, and give the spirit of the age and value to the tradition, and seek a combination of national spirit and the spirit of the times.
