With the rapid development of science and technology, science and education has been the world attention, for national curriculum reform and formulate the corresponding curriculum standard, I was no exception. Full-time compulsory education science(3-6) Curriculum Standards(Experimental version) is not only the achievement of the new curriculum reform,but also an elementary science curriculum guidance document, in which the nature, philosophy, objectives, content, teaching and evaluation of the curriculum were discussed in detail and specific. And it is stressed that "the elementary science curriculum which based on scientific literacy is used to train for the purpose of scientific enlightenment lesson."Among them, the "curriculum standards" is not only important to guide our teaching, but also an important basis for the evaluation studies, and we all know that the evaluation of student academic achievement is up to the fair and effective cornerstone of academic achievement and assume the functions and responsibilities of the evaluation criteria. At the national scale during the examination questions, test tools development and design-related curriculum standards need to be based on academic achievement and therefore the evaluation should be based on curriculum standards-based curriculum standards but higher than those curriculum standards. This requires the curriculum standards should be transformed into the evaluation criteria, regularizes academic achievement of evaluation design,provides the framework evaluation dimensions, limited range of content and cognitive evaluation requirements, meets public accountability, diagnosis’ s and improves teaching.In order to consider the actual situation of students learning and development,some measures should be carried out to monitor the quality of education and accountability and improve teaching and promote learning. So, we need to develop appropriate measurement tools for primary school science academic evaluation.Examination of the current academic evaluation is relatively simple. In response to increasing competition and challenges, in order to facilitate effective learning, academic evaluation of needs and dimensions are expanding. This study was based on the current international evaluation project, Taxonomy of Educational Objectives and combined with China’s "primary science curriculum standards" and evaluate their own practice as well as the characteristics of primary research from both theoretical and practical levels, in order to build standards-based curriculum, science, reasonable testing framework.
