Educational evaluation catches much attention in educational activities since the newcurriculum reform, whilst curriculum standards play an important role in educationalevaluation system.“Curriculum standards” is not only a significant achievement, but also avery important milestone for the history of the development of China’s basic educationcurriculum. In addition,“Curriculum Standard” provides the course content and objectives tobe achieved through learning, which is an major guide in our teaching, also the principal basisof academic assessment. At the national scale academic achievement testing process, thedevelopment and design of corresponding test tools should be related to standards-basedcurriculum.“Too much emphasis on identification and selection functions in curriculumevaluation should be changed, the function to promote student development in evaluationshould be exerted, the function of teachers’ enhancing and improving teaching practice shouldbe promoted” has been clearly put forward in curriculum standards. Therefore, the effect ofexam, as an important means of education evaluation of mass, is becoming the focus ofattention of teachers and education researchers, such as how to develop its evaluation functionand how to assess students’ academic achievement more scientifically and rationally.The aim of "physical examination" and the improvement of education quality in area isto monitor and account the education quality, to diagnose and improve the education quality,and to perfect and improve the teaching and evaluation. That is to say, a correspondingmeasurement tool need to be investigated to inspect the implementation of the nationalcurriculum and the mastery of student learning through a period of physical courses.Against the foregoing background, learned from successful experience in the design ofscientific testing framework of foreign academic evaluation projects TIMSS, PISA and NAEP,“Standard of Physics Education (2011)”-based scientific and rational evaluation frameworkfor junior physics academic achievements is investigated according to taxonomy theory ofeduction target. The testing of Dimensions (elements of content and capacity), questions types,the difficulty, score and time limit are included in the framework of evaluation, thus, ameasurement tool based on curriculum standard is built scientifically and reasonably.Meanwhile, the evaluation framework has been applied, i.e. compiling a table of two-waybreakdown of test proposition for physic academic achievement of eighth-grade, in order tocollect academic information from students in multiple dimension by way of paper and penciltesting.
