Staff turnover is a kind of abnormal movement flow, which refers to staff leaving the original organizations and joining other organizations, causing substantial damage to the enterprise and posing major threat to the safety of enterprise human capital. With the rapid development of China’s society and economy, the demands to the talents with high quality and sense of creativity increase sharply, thus training institutes providing education service off school become more and more important, therefor, a market for off-school education and training with huge size has been formed. Totally, the participants in this market, mostly from private capital, are not only national or international institutes but also regional small and medium institutes. In reality, the rate of staff turnover in small and medium institutes has been high for a long time, becoming an critical challenge and interrupting the further development of the institutes. Therefore, this imminent problem of staff turnover is most crucial in such a complex environment.This thesis firstly states the background and significance of the study on problems and countermeasures of the staff turnover of FG training institutes from the angle of industrial development, then introduces the related theoretical basis of the thesis. Last, according to the analysis result of the situation, causes and impact of the staff turnover of FG training institute, appropriate countermeasures are put forward and conclusions as following are drawn:First, one of the main causes leading to the decline in profitability of FG training institute is that the staff turnover rate has been increasing continuously. Second, there are two characteristics in the staff turnover of FG training institute. One is that the rate of staff turnover has been continuously going up, the other is that structural differences appear in staff turnover of the institute. Third, the problem of FG enterprise management system mainly causes the staff turnover. Fourth, the early warning system and internal control system that the thesis proposed can be used as the countermeasures to control the staff turnover of FG training institute. Fifth, appropriate supporting measures are needed to ensure the smooth implementation of countermeasures to control the staff turnover.
