As one of the most developed countries in the world, American economy, politics, culture, education and other undertakings has went through the process from underdevelopment to development. The rapid development and high quality of American education was a force to be reckoned over twenty years. Its great achievement is worth being referenced and absorbed by other countries.This paper expounds the background of development of American teachers’ qualification certification standards to be a step-stone to study the development of American teachers’ qualification certification standards since 1980 s. Then the author combs the process of the teachers’ qualification certification standards from two stages: the early 1980 s to the late 1990 s and twenty-first century. In the first stage also puts into 1980 s and 1990 s. In 1825, Ohio firstly put forward to set up teachers’ qualification certification system, after that, American teachers’ qualification certification standards had provisions on the system. Before the teachers’ qualification certification standards developed, American teachers’ qualification certification standards were different, even no standards in some states. Other states began to follow Ohio to set up teachers’ standards to adapt the demands of American education. Education system and political system are closely linked. States could learn from the standards set by federal government or use it directly, or make the standards according to their actuality. The standards can be stricter or wider than them. In different period, the development of standards presents various characteristics. The summaries of these characteristics comps the development of the standards.Throughout the development history of American teachers’ qualification certification standards, the rigorous standards reflect time feature and the demands of development of national education. In addition, the standards’ content is rich and the time interval of promulgating new standards also gradually shortens,which highlights the high requirements for teachers’ qualification certification standards and values of education development in developed countries. In the end of the paper, the author summarizes the regulation of development of American teachers’ qualification certification standards, and puts forward several suggestions for our Chinese teachers’ qualification certification standards system and makes a brief summary for the paper.
