| The role of education in the development of society is becoming more andmore significant, the teachers’ professional accomplishment and ability attract a lotof attention. The teacher qualification system is the basic way for the selection ofteachers in the country, is the guarantee is the key of qualified teachers literacyperson entered the teaching profession, and teachers’ professional standard fromthe aspects of clearly qualified teachers should have the quality and abilityof teachers qualification system, is the internal support and soul. In recentyears, as China’s first professional standards of teachers from primary and middleschools issued and qualification system reform gradually thorough, how to carryout the primary and secondary school teacher qualification system reform andconstruction is an important problem needing to solve the education andmanagement of teacher professional standards based on field.In this study, teachers’ professional standards is the teacher qualificationsystem’s basis and internal requirement for the benchmark, the Ministry ofEducation published the professional standard of primary and secondary schoolteachers includes professional ethics, professional knowledge andprofessional ability three aspects, containing a total of more than60specificrequirements, and integrated service level of the teacher’s professional moralrequirement. In those has not been carried out reform area still exists problem,suchas low previous certification standard, examination contents are not scientific,need to solve. With the gradual implementation of the national teacherqualification examination system, some area has conducted reform measures, andobtained breakthrough in certification, examination and management of primaryand secondary school teacher qualification system, but different regions existqualified teachers apply for certification conditions with the rest of the actual levelof inconsistent, examination procedure is not scientific, examination content cannot be comprehensive and certificate management confusion and operability isnot strong. Due to the emergence of the professional standard for teachers ofelementary and secondary school published later than the national examinationreform measures launched,with differences in the educational level of our countryand historical reality obstacles, resulting in the problems at the present stage ofChina’s primary and secondary school teacher qualification system.This study learn from foreign successful experience such as America, Japan,according to the actual situation in China, put forward the reform and constructionof teacher qualification system from the following aspects: strictly examineteacher qualification certification and examination registration conditions,establish professional certification organization, stick to the implementation ofmoral, quantitative analysis of the psychological measurement; reform the teacherqualification and procedures of examination, enrich the contents of examinationaccording to the professional standard, implement teacher qualification trainingsystem; operating the certificate management, take clear the use range of teacherqualifications. Perhaps these measures can provide helps for the construction ofteachers’ qualification system of primary and secondary schools. |
