| Several Opinions of the Ministry of Education on Improving the Teaching Quality of Higher Vocational Education in an All-round Way and Decision on Accelerating the Devel-opment of Modern Vocational Education emphasize the need to comprehensively improve the education quality of teachers in the field of higher vocational education and guide the "dou-ble-qualified" teachers to develop toward the professional direction.The Implementation Plan for Deepening the Reform of the Construction of "Double-qualified" Teachers in Vocational Education in the New Era points out that "teacher standards are the basic requirements for teachers’ quality,and there is no quality without standards".Higher vocational colleges at present,the national level "double type" teachers qualification standard pay temporary ab-sence,provincial department in charge of adjust measures to local conditions to develop a va-riety of standard "double type" teachers,so many higher vocational colleges in the process of that will be for their own explanation to organize the implementation of "rationality","double type" teachers lack of uniformity confirmation process makes the standards it is difficult to effectively reflect the various development needs.Therefore,to establish scientific and sys-tematic standards for "double-qualified" teachers in higher vocational colleges,and to ensure the effective implementation and normal operation of "double-qualified" teachers’ qualifica-tion certification,is a key link to comprehensively improve the quality of teacher construction,and also an important topic to achieve the modernization development goal of higher voca-tional education.Based on higher vocational college "double type" teachers qualification standard this theme,this paper USES text analysis,comparative research,case analysis research methods,such as analysis of our country provincial higher vocational colleges and the field "double type" teachers’ qualifications attestation standard formulation and implementation of the sta-tus quo and characteristics,it summarizes the current higher vocational college "double type"teachers’ qualification certification standard in the construction of the problems and difficul-ties.By analyzing and comparing the structure,function and content of accreditation stand-ards for professional teachers of vocational education in foreign countries,this paper provides countermeasures and suggestions for optimizing the system and implementation of "dou-ble-qualified" teacher qualification standards in higher vocational colleges in China.This study based on the static and dynamic fusion relative rather than absolute,overall considera-tion individual formulation principle,from the qualification requirements,professional prac-tice,professional knowledge,education,professional ability,professional ethics,a total of five dimensions,technical position,qualifications,work experience and theoretical knowledge,professional training,teaching guidance,social value,application results a total of eight points,primary,intermediate,advanced,a total of three cognizance level form the higher vocational college "double type" teachers’ qualification standard basic content,proposed the system guarantee of the implementation process should pay attention to the macro level,the scientific nature of the evaluation program will focus on,set up incentive mechanism and dy-namic management system,It is expected to provide effective reference for the identification of "double-qualified" teachers in higher vocational colleges in China. |
