The quality of education is directly related to educational achievement, which is an important criterion to measure the country’s level of education. But how to determine the quality of education standards, how to evaluate the quality of education more scientifically and effectively has become the focus of education research. This paper uses a comparison way as the main research method, after stating and analyzing the meaning of the topic and current research, it studies the quality evaluation system of compulsory education between China and Finland systematically, and makes comparisons on three key dimensions of the system:evaluation body, quality criteria and evaluation process. Based on these, it analyzes the causes of the differences in-depth exploration, and finally put forward some suggestions on improving the quality of compulsory education quality evaluation system in China.This paper is divided into four parts. The first part mainly introduces the development of Chinese and Finnish compulsory education quality evaluation system, including the history of educational evaluation reforms, initiatives, views on education quality, progress and current status of implementation, and studies the current situation and existed problems in China based on the interview data. The second part makes comparisons on evaluation body, quality criteria and evaluation process these three key dimensions of quality evaluation system in compulsory education between China and Finland, and summed up the differences and similarities between the two countries respectively. Above all, there are some parts of the evaluation body and criteria invariably overlap between China and Finland, and the basic evaluation processes are similar. However, the two countries has shown more about their differences and characteristics. The third part explores the reasons that caused the differences of the education quality evaluation system in compulsory education between two countries from two aspects:values and the environmental factors. Among those, values are strongly related to the views on education quality, and it discusses the basic conditions of the two countries and the impact on their education quality evaluation system from environmental and social factors. The fourth part proposes the measures to improve Chinese quality evaluation system of compulsory education according to China’s actual situation and combined with the advantages of Finland, mainly from the development and implementation of criteria, evaluation level, evaluation efficiency and the security system of evaluation activities, including:(1)strengthen the development of criteria, pay close attention to the implementation of standards; (2) focus on internal and external integration, enhance the importance of self-evaluation; (3)combine country assessment and district assessment, and improve the efficiency of evaluation; (4) improve legal protection, and public evaluation results; (5) refine the monitoring system, promote the diversification of evaluation body.
