Chinese minority preparatory education is a special level of higher education, is an important way to cultivate national minority talents. It helps national minority students to improved basic knowledge. It benefits to cultivate high-level talents of national minority. Since the founding, China has established a series of policies to support the development of Chinese minority preparatory education, and these policies provided a good protection for minority preparatory education. Minority preparatory education has a good effect. But with the enrollment expansion of colleges and the improvement of basic education quality in minority areas, Chinese minority preparatory education has some problems, like single enrollment level, minority students’ enroll standard is only college entrance examination scores, student financial assistance policy is not complete and so on. However, the minority preparatory education policy can’t solve these problems. Therefore, it is necessary to discussed the content and effect of minority preparatory education policy and make some suggestions.The introduction describes the background and meaning of this study, summarize the research actuality and research methods, and define related concepts.The first chapter discusses the theoretical basis and value orientation. Theoretical basis are public policy theory, educational equality theory and Marxism theory. The intention of the policy is to make education more equitable, so the value orientation is educational equality.The second chapter arranges the development process of Chinese minority preparatory education policy. First, the author divided these policies into four stages: found, stagnate, recovery and formal development. Second, conclude the content of these policies:management policy, enrollment policy, teacher policy, educational system and course policy, fund policy.The third chapter use Guangxi University for Nationalities as an example to analysis Chinese minority preparatory education policy. The author mainly use literature survey method, questionnaire survey and interview to investigate the minority preparatory education classes, enrollment, teachers, educational system and course, fund policy and education conditions of Guangxi University for Nationalities, then raise questions of the policy and analysis the reasons.Chapter IV makes some suggestions to solve the problems of minority preparatory education policy, like Minority preparatory education should expand enrollment level, explore the reform of credit system, increase the investment and improve the student financial assistance system, and so on.The research makes up for the theory of minority preparatory education, and lay the foundation of scholars’study of ethnic minority higher education. This research can help to solve puzzles of minority preparatory education in reality, help to cultivate talents of ethnic minorities, and also help to realize education fair.
