As the material carrier of curriculum, teaching material is one of the key factors to impact the success of curriculum reform. It’s no doubt that each new curriculum reform will involve the change of teaching materials. With the introduction of the " three-leveled curricula management" policy in our country’s new curriculum reform, teaching materials present the phenomenon of " one standard but multiple versions ", which breaking the traditional situation of " national courses and teaching materials are unifying the whole country " Teaching materials no longer are the Bible which must be depended and grasped by teachers and students, but are the tools and methods to realize course goals now. The concept of teaching materials change from " Teaching teaching materials " to " Teaching by teaching materials " has enjoyed popular support. The formation of new teaching material view not only provides rights to teachers for using teaching materials creatively, but also puts forward higher requirements on how first-line teachers to handle teaching materials. The " secondary development" of teaching materials is the inevitable choice for teaching.At present, owing to the promotion of the new curriculum concept and the discovery of defect in compiling new teaching materials, part of first-line teachers have payed attention to the creative use and " Secondary Development" of teaching materials in their teaching, also have achieved tangible results in teaching practice, which shows the profound significance on compensating for the inherent defects in teaching materials, meeting the needs of students’study, promoting the professional development of teachers and improving the effectiveness of classroom teaching. But it’s undeniable that the " Secondary Development" of teaching materials still exist many problems, and the effects are unsatisfactory in some school. In order to make greater achievements for teacher in the " Secondary Development " of teaching materials and promote the process of the new curriculum reform successfully, we must base on analyzing the inner reasons of the problems in teaching materials’ " Secondary Development" to " suit the remedy to the case ".Different from the traditional " prepare lessons ", the " Secondary Development " of teaching materials exist in every stages of the classroom teaching. Depend on the specialty needs and teaching practice experience of author, the research chooses Guangxi Y middle school as the study object, and takes the ideology and politics discipline as the entry point. Through applying the research methods like classroom observation, text analysis, depth interview and so on the research find some problems including that the school’s politics teachers under prepare to the " Secondary Development" of teaching materials before teaching, implement improperly in teaching, and lack reflection after teaching. One of the important reasons for the above problems is the teachers’qualities which need to be improved, besides also involve the effect of some external factors like school and society. So that the research will analyze the cause of the existing problems following from the three angles of teacher, school and the society. Because of the smooth operation for teachers in secondary development of teaching materials also needs the cooperation of many aspects, one of the conclusions of this research which according to the analysis of the problems in the " Secondary Development" of teaching materials is that the improvement of teachers’ability in the " Secondary Development" of teaching materials can be explored from the aspects including the teaching concept of teachers, the principles and the methods of the " Secondary Development" in teaching materials. At the same time, the results of the research also involve that the reflection and suggest for the better " Secondary Development" of teaching materials can be put forward from the cooperation among teachers, the communication between teachers and students and the improvement of the external security mechanism.
