Through applying the research methods like classroom observation, text analysis, depth interview and so on the research find some problems including that the school’s politics teachers under prepare to the " Secondary Development" of teaching materials before teaching, implement improperly in teaching, and lack reflection after teaching. One of the important reasons for the above problems is the teachers’qualities which need to be improved, besides also involve the effect of some external factors like school and society. So that the research will analyze the cause of the existing problems following from the three angles of teacher, school and the society. Because of the smooth operation for teachers in secondary development of teaching materials also needs the cooperation of many aspects, one of the conclusions of this research which according to the analysis of the problems in the " Secondary Development" of teaching materials is that the improvement of teachers’ability in the " Secondary Development" of teaching materials can be explored from the aspects including the teaching concept of teachers, the principles and the methods of the " Secondary Development" in teaching materials. At the same time, the results of the research also involve that the reflection and suggest for the better " Secondary Development" of teaching materials can be put forward from the cooperation among teachers, the communication between teachers and students and the improvement of the external security mechanism.
