Kindergarten teacher’s salaries related to the stability of preschool teachers, it also related to the quality and development of preschool education. Due to organizers of public kindergarten are complex and diverse, lack of government financial investment and government oversight, related system is imperfect, lead to public kindergarten teacher’s pay system has some problems in the implementation process. So to improve the existing public kindergarten teacher’s pay system and make it play its due role has a great necessity. Our current research on preschool, almost none research on kindergarten teacher’s pay system. This is why choosing the public kindergarten teacher’s pay system as a thesis research topic.In this study, public kindergarten teacher’s pay system is the research object. Using literature, questionnaire and interview method analyze our public kindergarten teacher’s salaries situation, the main problems and analyze the causes. Then propose specific measures to improve the pay system. The article contains five chapters.The first part, explanation the theories about kindergarten teachers’ pay system. First, define the kindergarten teacher, salaries and pay system; Interpretation the theories which can help pay system’s development and refinement; Summed up the pay system has protect, encourage, regulate three functions.The second part, evolution of public kindergarten teacher’s pay system in our country. First elaborate realistic basis for public kindergarten teacher’s pay----- public kindergartens status quo, the status quo of teachers, teachers’ pay. Then comb stages of public kindergarten teacher’s pay system of historical development, description of existing public kindergarten teacher’s pay system.The third part, the problems of public kindergarten teachers’ pay system. The main problem is reflected in four aspects: the low overall wages of kindergarten teachers and low satisfaction; large differences in public kindergarten teachers’ salaries; pay system’s interior architecture is not complete; existing pay system lacks incentives.The fourth part, analysis the causes of public kindergarten teachers’ pay system problems. First, organizers of public kindergarten are complex; Second, lack of investment and government financial allocation unreasonable; Third, Related system is imperfect, making the existing salary system failed to function effectively; Fourth, the relevant government institutions are not perfect and lacking coordination regulation.The fifth part, propose measures to improve public kindergarten teacher’s pay system: Generally Beneficial Kindergarten development as guiding ideology to promote the balanced development of public kindergartens; Government to increase financial input and establish a sound mechanism to protect teacher’ s pay system; Make kindergarten own characteristics as a benchmark to improve kindergarten teacher’ s pay system; Improving public kindergarten teacher’s related systems to improve the quality of kindergarten teachers; Sound management agencies and strengthen effective regulation.
