| Since the 1990 s, with the accelerating urbanization, urban poor families as vulnerable groups have been experiencing social risks which are becoming increasingly prominent. With the deepening of the social transition, China has gradually realized that it is fundamental to promote the development of the poor children on purpose of cutting off the inter-generational transfer, which is also an important part of the basic public services provided by the Chinese government. Based on the government’s efforts, e.g. reducing social differences, promoting city harmonious development, enhancing the development of preschool infant health and social development, etc., this study will bring much positive significance to a large spectrum on practice, including observing the present situations and problems of poor families in the early childhood care and education, inspecting their service requirements and the corresponding education policy supply, breaking the urban dual structure problems, narrowing the social gap, improving the health level and educational achievement of children in the future, and helping provide more fair opportunities for the whole society.This thesis, firstly, observes the background, value and content of the poor families in ECCE research. Secondly, it attempts to comprehensively explain the basic characteristics and the analytical framework of the early childhood care and educational needs for urban poor families, which provides a bundle of theoretical evidence concerning social, historical, local and interactive backgrounds. In addition, two research paradigms, namely, the quantitative analysis and the qualitative research, are applied to grasp the current situations and explore the underlying reasons for a further purpose of understanding the basic features and inner causes of the early childhood care and educational need for the poor urban families in modern China. Last but not least, this thesis manages to provide reasonable advice on relevant policy supplying by means of referring to the the western experience as well as accurately grasping of the ECCE service needs of urban poor families in China,.This research has developed and constructed a novel mechanism for interpreting as either“disabilities†or “exclusion of social system†for the demand of the public service for the urban poverty families. It suggests the overall performance of the family ECCE development in China, including the deep influence of family changes, the great challenge for child caregivers, and the lack of public responsibility. The concrete requirements need much attention to the public services which include the survival and developmental demands, the equal participation and resource sharing and the multiple market services. Accordingly, four aspects need considering when the ECCE demands of urban poor families are emphasized,namely, the establishment of compensatory education policies for poor families, the elimination of the education policies exclusive to poor family, the improvement of the public fiscal policies as being more “available†for poor families and the policy offering for improving the quality of preschool education. All above are of great importance in order to elevate the level of family development and minimize the disadvantages in the current educational system. |
