With the development of economy and of the international competition,the problem of infant early childhood education becomes prominent not only for children's own safe,but also for the family and the society.Thus,the education of early childhood is urgently demanded.Nowadays,other developed countries are paying great attention to the early education of infants and young children,and their governments have already taken several actions to support it in some aspects,such as the policy making,the legislative guarantee,the financial investment and the system construction.More importantly,they give a priority to the early childhood education as a public service.In fact,compared with developed countries,this public service is not yet mature in our country,mainly reflected in the backward development of public services,the lack of the public investment,the imbalance of regional supply,and lack of regulation,etc.Moreover,the insufficiency of scientific theory and experts of this research lead to the immaturity of the early childhood in China.This paper introduces the development of family policy to discuss in the study.The concept of developmental family policy is to incorporate the "development" dimension into the government's support for family and individual supply behavior,import public services,at the same time,adhering to the concept of people-oriented personal asset construction and sustainable development.Finally,the target is to seek a long-term investment perspective to make a balance of the fair of the society as well as people's welfare.The target of my dissertation is to give a better solution and a general view of the education of early childhood.At the beginning part,it describes the reason and the background knowledge of this topic—the early education of childhood as a public service,and then discusses the current research situation of the subject and the 'blank region' of topic,to introduce the problems to be discussed.Afterwards,it clarifies the related concepts of research problem and creates the main theoretical basis of the thesis,i.e.,the combination of the theory of human capital,the theory of the new public service and the theory of the public product.It explains the concept and connotation of developmental family policy.Moreover,the applicability of the built theory and the analytical methodology are also debated to make a foundation of my work.Equipped with the theoretical basis,I make a conclusion of the outstanding problems of the government related with the supply of public services in current situation of China under the framework of the development of family policy analysis.The problems are described in macro,medium and micro levels at first,and then the causes of the problems on each level are analyzed to give a deeper discussion.Further more,it gives a general comparison between our situation and the relatively mature supply experience of some developed countries in the world,to make a summary of the enlightenment to the supply of public services of our country.At last,based on the above comprehensive analysis results,possible solutions of the early education of China's public service supply on the macro,medium and micro levels were proposed with the development of family policy analysis framework.
