The importance of early childhood development for socio-economic development and the sustainable development of humanity as a whole has become a human consensus.On November 7,2018,"Several Opinions of the Central Committee of the Communist Party of China and the State Council on the Deepening Reform of Preschool Education and Regulating its Development " was published.The opinion puts:"Preschool education is the beginning of lifelong learning...It is the party to do preschool education and realize young children.The major decision-making arrangements made by the 19th National Congress are major livelihood projects for the party and the government to do practical things for the people.They are related to the healthy growth of hundreds of millions of children,the harmonious and stable society,and the future of the party and the country." Today,the quality and equality of the preschool education and conservation have become one of the key areas of concern and research for countries and organizations.Among them,the OECD has a strong influence on the formulation and implementation of early childhood education and conservation policies for its member states and partner countries by virtue of its consistent advantages in data collection and data analysis.In 2016,the General Office of the CPC Central Committee and the General Office of the State Council issued the "Several Opinions on Doing a Good Job in the Opening-up of Education in the New Era",emphasizing the creation of a new situation of opening up to a higher quality and higher education.Therefore,This paper takes the international cooperation of education policy as the entry point,and studies the OECD early childhood education and care policy according to the cooperation background and the logic of cooperation,cooperation,cooperation and characteristics.This study mainly uses text analysis and comparative research methods to compile and organize the OECD early childhood education and care,and explain and analyze its international cooperation mechanism in part.First,in the second chapter,the background and guarantee of the international cooperation of the OECD Early Childhood Education and Care Policy are analyzed.The third chapter and the fourth chapter mainly analyze the key policy contents of the OECD early childhood education and care and the complete process of cooperation through the OECD International Cooperation and Child Care Policy.In the fifth chapter,based on the previous chapters,through the analysis of OECD policy implementation,policy value orientation and the relationship between OECD and member states and non-members,the characteristics of OECD education policy international cooperation are obtained.Finally,on the basis of combing the development history and current situation of OECD and China’s educational cooperation,reflect on the problems and efforts of China and OECD early childhood education cooperation.According to the analysis,since the establishment of the OECD,human capital theory,the theory of lifelong education for all and the theory of children’s rights have always supported and promoted the development of its education policy,while the external member demand and the global education concern,let the classics The OECD is increasingly aware of the importance of international cooperation in early childhood education.At the same time,the OECD’s own organizational structure,funding mechanism,excellent team of experts and cross-regional network alliances are also escorting its international cooperation.At present,the OECD promotes the normal operation of its international cooperation in early childhood education and care policy through policy review and international measurement,and has formed a complete set of its own operation path.The overall cooperation mechanism shows the combination of the principle of freedom and coercive consciousness,the combination of instrumental value and rational value,and the combination of subordination and partnership.Finally,in China and the OECD early childhood education and care cooperation,China’s participation and research depth is not enough.In this regard,China should continue to promote education open to the outside world,promote reform through openness;at the same time,promote consultation and cooperation with the OECD,and participate in global education governance through the platform of the OECD;the most important thing is to establish a win-win cooperation education.A new concept of cooperation,work together with countries around the world to build a community of human destiny. |
