With the building of China’s socialist market economy, an important strategic goal in the full realization of a well-off society is to cultivate all-round talents. The basic education is an important stage of cultivation, for it provides the essential base and power for the subsequent training “Art” in all-round development emphasizes the importance of art education which is not only an important part of basic education, but also an indispensable part of quality education. It can teach students the concept art and painting methods, but more importantly, it can cultivate people’s thinking sen timentand personality. Therefore, we must strengthen the primary and secondary art education, accelerate the reform and development so that to promote quality education.In order to comply with the demand of social development, the old teaching concept sh ould be changed. The art class is more than the knowledge and ability, but the process, method, emotional attitude value cultivatin. In the traditional teaching mode, teacher is the imparter and the center of the whole teaching activity, while the student is the recipient, which ignores the student’s subject status and their subjective initiative and independent innovation can not be played in the teaching sections.In this way, the students learn something, but not how to learn, so I think the mode-practicing after lwarning, practicing in class is an effective in the all-round development, in which students are asked to learn and practice first, then teachers’ lesson or correction. Based on teachers’ purposes and methods, the students are required to speak, write, think, observe and read with their own knowledge and experience before class. Afterwards, they obtain the kowledge by teachers’ explanation and lecture. In this mode, the students are the subject status in class and the teaching center is trans formed from teaching to learning. We should perform the overall improvement of art teaching, stimulation of students interest and cultivation of students fine quality, to well develop students all-round quality.
