Research Of The Policy Support To The Construction Of Application Technology University

With the acceleration of industrialization, China is in the transformation period of adjustment of economic structure and upgrading of industrial structure which needs a human resource of a lot of talents with technical skills to support the development of modern social transformation. The construction of Application Technology University conforms to the objective demand of China’s economic and social development and modernization construction. The establishment of a modern vocational education system has a very important practical significance from the trend of the development of higher education today. <The decision from The State Council on accelerating the development of modern occupation education>, <The construction plan of the modern vocational education system(2014-2020)> have clearly put forward to speed up the building of modern vocational education system and a group of universities of application technology to serve of economic and social development. And the primary issue that the construction of Application Technology University faces is the support of national policy.This research conducted a further comprehensive study of the problems of the policy support to the construction of Application Technology University with method of documentary research, method of comparative research, method of multivariate and comprehensive analysis.The first part is introduction which mainly illustrates the background of the topic, the significance of the research, the definition of related concepts and the uses of the research methods.The second part expounded the current policy issues that the construction of Application Technology University faces. And analyzed respectively from five aspects as the classification system and evaluation mechanism of institution of higher education, incentive the policy guarantee of "industry-university-institute" cooperation, the entrance examination system, the construction of the team of double-certificated teachers, the participation in school-running of the social forces.The third part introduced the basic situation of the construction of Application Technology University of Germany, America and Japan and summarized their successful experience to provide a certain reference for the construction of our Application Technology University.The fourth part put forward some policy suggestions to complete the construction of Application Technology University which aimed at the issues of national policy to it which include: establishing a reasonable classification system of colleges and universities and sound evaluation mechanism, completing the legislation of "industry-university-institute" cooperation and innovating the mechanism of it, deepening the reformation of vocational education enrollment and entrance examination system, completing the construction of the team of double-certificated teachers, Encouraging the social forces to participate in school-running to establish a new type of capital investment and management policy.The fifth part is the conclusion of this paper which has summarized the whole paper.
