Emirical Research On The Impact Of Technology Policy On University Technology Transer Performance In Zhejiang Province

Since 1996,in order to promote the transformation of scientific and technological(S&T)achievements in universities so as to improve university's ability to serve innovation-driven development,Zhejiang Province has issued a series of S&T policies,and gradually formed the policy system based on "Regulations for Promoting the Transformation of Scientific and Technological Achievements" and supplemented by other policies.At the same time,Zhejiang Province has opened up new government-led and characteristic ways to improve the innovation ability and service ability of local universities,such as the construction of the most important discipline,Key disciplines,Key research base of humanities and social sciences,Internet technology market and so on.These initiatives has created a good policy atmosphere for promoting the output and transformation of S&T achievements of universities in Zhejiang from the perspective of their own discipline construction,personnel training and the cultivation of technology market.Based on the 377 S&T policies promulgated by Zhejiang Province since 1996,this paper uses text analytic method to measure the policy documents and establishes a database of S&T policies including three indicators:policy stock,policy strength and policy tool,and then analyze the historical evolution of policy and its performance in promoting the transformation of S&T achievements of local universities.This study mainly consists of six parts.The first part is the introduction,which mainly expounds the research background,the value of the research,the definition of the concept as well as the methods and ideas of the research.The second part summarizes and appraise the existing research from two aspects:the transformation of S&T achievements and the policy of S&T.The third part expounds the measurement and analysis framework of the S&T policy variables.The policy selection and collection process,the analysis unit of S&T policy,the fonnulation and coding process of categories are explained in detail,and the analysis framework of S&T policy is put forward.On the basis of the coding of S&T policy,the fourth part analyzes the historical evolution of Zhejiang's policy on promoting the transformation of S&T achievements,and builds the policy system from five aspects:the quantity and strength of the policy,the policy tools,the policy making department and the content of the policy.The fifth part explains the reasons for the selection of performance indicators for the transformation of S&T achievements of local universities in Zhejiang Province.Compared with Jiangsu Province and Shanghai in terms of input,output and transformation in S&T,this part makes a preliminary evaluation on the transformation performance of S&T achievements of local universities in Zhejiang province.The sixth part analyses the correlation between the data of S&T policy and the performance data of the transformation of S&T achievements of local universities in Zhejiang by using Grey Relevance Total Analysis.The research shows that since 1996,Zhejiang Province has gradually formed a policy system for promoting the transformation of higher education achievements from three levels,namely,the strategic level,the middle level and the instrumental level,covering S&T development planning,incentive measures,innovation platform construction and S&T system reform and other aspects.It has comprehensively used policy measures such as the development of a talent team,innovation in personnel training models,and the construction of a technology transformation platform,as well as policy tools such as special fund input,financial support,tax incentives,intellectual property protection,and income distribution reforms.These policies has promoted the transformation of S&T achievements of Zhejiang Province from three aspects:demand pull,supply promotion and environmental protection.The research also shows that all the indexes of S&T policy in Zhejiang Province are directly related to the investment in science and technology,the output and transformation of the S&T achievements in local colleges and universities.It proves that the series of S&T policies promulgated by Zhejiang Province have led to the investment in science and technology and the promotion of S&T achievements output and transformation.As for S&T input,various indicators of science and technology policies have a greater impact on the research and development funding,and have less impact on the full-time research and development staff.In terms of output of S&T,policy indicators has a greater impact on the S&T achievement award and the publication of academic papers,and has less influence on S&T writings,and needs to be strengthened in this respect.In terms of the transformation of S&T achievements,the various indicators of S&T policies have notable effects on the actual income of patent sales and technology transfer each year,which greatly promoted the cooperation between universities and enterprises in science and technology.However,their impact on the number of patent applications and grants was relatively small.
