Therefore, raising money in multiple channels is encouraged by the legislation, in which, financial credit means is the main way for financing. Debt has a dual effect, namely the advantages and disadvantages. On one hand it can consolidate the running school capability for the institutions of higher education, and relive the funds insufficiency; On the one hand, the debt may increase the powerful financial risks for r the institutions of higher learning, the refor, how to measure and evaluation the institutions of higher learning, establish a financial early warning mechanism are the important problems faced by the financial leadership of institutions of higher learning. The paper is subjected to the following three aspects:(1) using the theories of risk management, financial risk management theory, and the financial risk early warning theory research, to explore the reason of that the financial risks in Hunan GY can not be solved completely, and try to reappear the fundamental thoughts of the establishment of the early warning system for financial risk assessment and the detailed implementation plans;(2) in this paper, an analysis was made for the current situation of the financial risk in Hunan GY colleges, and a sumary was made for financing risk, investment risk, financial management risk, to understand the acural financial operation status of the GY of Hunan university, put forward operable application programs;(3) according to the empirical analysis of the financial risk early warning for Hunan GY of colleges and universities, the paper explored the way to solve the financial risk, and encourage the healthy development of it, and to achieve a real sense of risk control.
