University personnel training activities of each era has a specific educational theory as the guiding ideology of practice. Quality education in university appeared in the 1990s, is still widely used to guide personnel training and also be recognized as the guidelines. Quality education in university has an outstanding contribution to the history, however, 20 years later, it has some problems in personnel training, especially the training of innovative talents, there are still insufficient. The reason, there are three theoretical defects:knowledge, ability and quality are belong to "substantive thinking"; its theoretical framework cannot both dialectical education inside and outside the goal of quality education in University; uphold the concept of talent cannot be satisfactorily answered "Tsien Hsueshen ask".So we must further emancipate the mind, creating an updated version of college talent training activities, the "university quality-oriented education theory" upgrading "dynamics of higher education". The status accordingly university personnel training activities by the "static" to "dynamic".This paper based on the theory of Whitehead’s philosophy of education process, the use of the process of thinking to replace thinking entity, from the reflection of university talent training problems in theory, to find the crux. At the same time, from the four dimensions of of university personnel training activities of construction in the view of talents concept, teaching concept, discipline concept and teaching process concept, thereby rendering the university of personnel training activities with the "dynamics" of new features.Besides the introduction and conclusion is divided into five parts:The first chapter focuses on the development process from a historical perspective after development process of China’s reform and opening modern university personnel training activities.The second chapter expounds the college quality education as the guiding ideology of the talent training activities being the necessity of theoretical defects and need to be further upgraded.The third chapter discusses the Whitehead process philosophy and process of education philosophy and as a new philosophical foundation to guide university personnel training activities.The fourth chapter in the process of vision Whitehead educational philosophy of "static" training activities in traditional universities like state was critical, and confirms the idea of quality education from talent, instruction, discipline and teaching concept concept process needs four dimensions further enhanced.The fifth chapter bases on the process of education Whitehead philosophical foundation for the theory to construct university personnel training activities with the "dynamics" of the new features like state.
