With the development of the curriculum reform since 2001, how to effectively evaluate the development of the students has become the focus of everyone’s attention. in order to evaluate the academic development of students more effectively from a practical level, this article makes an discussion from the "knowledge and skills" objective perspective on the evaluation of student development.In this study, we need to solve three key questions:First, what are students should know and do? That is "Knowledge and skills" goal. Second, where is the students should know and do to? That is evaluation criteria. Third, what is the gap between the objectives requirements state and the current state of students’ knowledge and skills? Namely the implementation of the evaluation.Thesis is divided into six parts: The introduction explains the background and significance of this study by collecting and making an analysis on papers, and reviews of current research, and illustrate the objectives of the study, methods and technical route. The second part, the first contact is to clarify the distinction among "evaluation", "test" and "examination"; this paper defines three key concepts in this article: "geographical knowledge and geography skills", "geography ’knowledge and skills’ target"," geography ’knowledge and skills’ objective evaluation"; The second part discusses the theoretical basis of this paper:The standards-base evaluation perspectives, Pedagogic theory, The evaluation views of new curriculum reform, Bloom Taxonomy of Educational Objectives and the learning outcomes classification, etc.. The third part through the questionnaires to carry out the problems and difficulties in Geography "knowledge and skills" objective evaluation, provides a realistic basis for the paper. The fourth part focuses on the building of evaluation criteria, mainly to solve two key issues in this article:"knowledge and skill objectives" and "evaluation criteria. "First, the evaluation criteria constructed by four principles, that is basic, scientific, hierarchy, operability and evaluation principles; and then build the model of evaluation criteria, the evaluation criteria consists the content standards and performance standard. the model based on the course standards, curriculum objectives and content standards(the content standards were analyzed to determine the knowledge and skills contained in the point), and then as a basis for knowledge and skills objectives stated (content standards), and describes the target in levels (performance standards); finally,setting "Earth in the Universe" Content module as an example to build the evaluation criteria of the content of "knowledge and skills" goals. The fifth part mainly to solve the third key issues in this article, namely the implementation of the evaluation. We make an evaluation depend on the criteria, a high school in Wuhan to participate the test, in order to verify the value of the evaluation criteria. The sixth part summarizes the main conclusions of this paper,the main problems and prospects of this article.
