As a national behavior, college entrance examination plays an important role to promote the education fair. To balance the differences groups, a series of preferential policies is implemented for specific candidates by the government. In this paper, the preferential policies which we research, is aimed at the minority examinee. The purpose is to reflect national equality and strengthen national unity, and ensure the minority students have the right of equality to receive education.However, with the development of society, great changes have taken place in the running environment of national minority favorable policy. The social environment and economic conditions of the minority students, who are the main benefit parts, have changed with the characteristics of diversified and multi-level. If we ignore these changes, it will inevitably lead to the unfair phenomenon in the nations and the ethnic groups. Justice as the logical starting point, the paper analyzes the fairness of the present preferential policies for minority examinees from the difference principle, compensates principle and educational equality. The paper also reveals the unfair phenomena which appeared in the process of policy implementation, and puts forward some specific measures to differentiate different benefit objects.This paper includes five parts, the main contents as follows:The first part is introduction, including the related concept, combing the domestic and foreign research present situation of the college entrance examination policy, the research contents and methods; The second part is the theoretical basis of this paper, it starts from the macro level of the public policy,discussing the meaning of the fairness, the property of the Minority college entrance examination, and the fair rules; The third part, which is based on the study of international comparison policy about the US and Taiwan region, analysises the history of minority college entrance examination policy; The fourth part is a microscopic analysis of fairness in our country.On the basis of the existing preferential enrollment policy of minority students, we analyses the fairness including the efficiency of the policy and internal differences between ethnic groups and ethnic diversity aspect; Comprehensive the above views, the last part puts forward some beneficial suggestion about the ethnic minority university entrance preferential policies.
