Chinese government implements preferential policies for college entrance examination in minority area from the founding of early, which promotes great achievement at these areas in the fields of economy, culture and education, ect. However, as change of times and social environment, people get higher education, which urges deeper research about the preferential polices. And therefore there are many disputes about the details in the process of implementation on the policies. So this paper takes the analyses of preferential policies of every Province(municipalities), autonomous regions in 2013, and describes the achievements of the policies from multiple angle, and puts forward proposals to perfect the polices.This paper focuses on the problems and solutions of Chinese preferential policies of entrance examination in minority area. In the third chapter, it analyzes the problems of the policy from the perspectives of preferential standard of the policy, the implementation, the examinee subject, the social impact and of the social cognition, like that. Based on above, the author holds the enrollment policy of entrance examination in minority area is not separate,and it needs analysis from different perspectives and dimensions. And the author proposes that it needs other aspects to take corresponding measures, so that it can realize the purpose of ensuring fair of entrance examination.In terms of above problems in preferential policies, it comes up with advice from modulating preferential standard, implementing policy, managing college and university,developing multiple culture and social publicity and social supervision, ect. Policy maker should understand minority preferential enrollment policies correctly, develop and improveminority enrollment policy to support the preferential mechanism. Besides, universities should improve the management of minority students, and make it necessary to give compensatory education and psychological counseling. Moreover, it is essential to follow“multiculturalism” principle during developing the enrollment policy for entrance examination. Meanwhile, taking advantage of public opinion intensify propaganda of higher education admission policy, continuously use and improve the fair and transparent network information platform, and make full use of the supervisor role of the public.
