State-owned enterprises set up technical schools that has ever been the cooperationbetween state-owned enterprises and schools in a specific historical period. Along with theprompt development of economic society and the constant improvement of reformation ofvocational education, to different extent, most of technical schools set up by state-ownedenterprises are confronted with dilemma on survival and development. This disquisition takesWeinan W technical school as an example. First of all, elaborate five problems thatstate-owned enterprises set up technical schools. Secondly, analyze five reasons that causedby these five problems. Finally, find out the solution and strategies for theseproblems. State-owned enterprises set up technical schools and cooperation between schoolsand state-owned enterprises are the key words in this theory. In the conclusion part,cooperation between schools and state-owned enterprises is the direction for the developmentof technical schools that set up by state-owned enterprises. Our government inspires thedevelopment of vocational education and takes the cooperation between schools andstate-owned enterprises as the direction of vocational education’s reformation anddevelopment. Under this background, there’re special and practical meanings in this theory.There’re five sections in this theory.For section one, this is the introduction. Primarily introduce the background ofresearching problems; elaborate this research’s objects and meanings; define the meaning ofphrase Cooperation between Schools and Stated-owned Enterprises and State-ownedEnterprises Set up Schools; reviewed and evaluated the primary researching situation at homeand abroad; stated the main idea and vital researching approach; indicated the innovationpoint.For section two, this part illustrates W technical school’s development history andexpounds the vocational education’s advantage of the cooperation between schools andstate-owned enterprise which introduces general situation of some technical schools inWeinan. Cooperation between schools and state-owned enterprises has many advantages forthe senior vocational education. It can help schools to be out of trouble. It can help the students to inspire their creative ability. It can help the students to reduce their families’economic burden. It can help teacher’s teams to be more qualified. It also can help the localgovernment to adjust the economic structure.For section three, first of all, this disquisition combines the practical condition of Wtechnical school illustrates some problems of the school that established by the state-ownedenterprise such as the disadvantage of management system and operation mechanism;infringement is frequent; financial strain gives difficulties to the founder; cut of the students’quantity; difficulties in obtaining employment; lack of qualified teachers. And then analyzedfive reasons that caused by these problems. First, the set-up condition of state-ownedenterprises and that of other vocational schools is widely different. Second, legislationguaranteed system is insufficiency. Third, the management system is loosed. Four, theenterprises’ benefit is inferior. Five, the ability to reinvent itself is poor.For section four, regarding the issues exist in state-owned enterprises set up schools thatwere introduced in section three, this part tries to find out solution and strategies for them.Improve vocational education’s system and mechanism; strengthen legislation protection andincrease policy support; pay more attention to the school’s self-development; take fulladvantage of the cooperation between schools and state-owned enterprises; try their best toraise high quality "double-qualified" teachers.For section five, this is the conclusion and reflection. This part drew three conclusionsabout the state-owned enterprises set up schools. First, the developing directionof state-owned enterprises set up schools is cooperation between schools and enterprises.Second, the development of state-owned enterprises set up schools needs the government toassume much more responsibility. Third, the development of state-owned enterprises set upschools needs to give much more independence to schools. In the following part, illustratemore about two issues. One is the cooperation between schools and state-owned enterprises.The other is state-owned enterprises set up schools. It points out the correct way that in thefuture cooperation between schools and state-owned enterprises is the vocational education’sdeveloping way, and the survival and development of state-owned enterprises set up schools.
