The general office of the Ministry of education in2013issued a notice on carrying out0-3years old baby early education (Teaching Law No.[2013]2), decided to carry out the0-3years old baby early education in Shanghai City, Beijing City, Haidian District14area, and the pilot task, content and related work put forth clear requirements. In response to the national policy of governments around the world are beginning to early education environment for children0-3years old, but in a different city in the development of early education environment there are some differences.In this paper, using the method of questionnaire and literature collection method, taking Guangzhou and Wuhan city two represented on the coastal and central city community development environment for the conduct of research, specifically from the following five dimensions:space facilities, teachers construction, service content, for parents to provide guidance and education related policy etc.. Through the data comparison and analysis found that the Guangzhou community development environment to be significantly better in Wuhan community development environment, coastal and the central area of the city’s community development environment development exists certain imbalance. I hope this research can provide some reference for the study of the late Chinese early education community environment, and to balance the development of our community of early education, and governments to improve community development environment provides the reference and the theory of rationalization proposals.
