The Sino-foreign cooperative education dates from1980s, it is the emerging things in the field of higher education in our country after the reform and opening up. With the development of the society and the rise of the Sino-foreign cooperative education, the institutional guarantee for the Sino-foreign cooperative education is more and more perfect, the Sino-foreign cooperative education has entered a new stage of normative development gradually, became an important part of education in China. However, due to the Sino-foreign cooperative education started late, the development course is short, the foundation is unsubstantial, both in the support of the national policy, the conditions of the university, or in the faculty, social awareness and influence, it cannot compete with public colleges and universities, combined with the nowadays university (especially the public colleges and universities) in expand enrollment, foreign universities with the solid strength appeal to student strongly, Chinese students are reducing, the Sino-foreign cooperative education is faced with unprecedented challenges.Based on the SIAS international university as an example, through the analysis of the present situation of the performance management in SIAS, find out the problems, analyze the problems, and solve the problems, put forward the implementation plan and effective measures for the performance management, combine the goal of strategic planning and development of the SIAS, further optimize the performance management evaluation system of SIAS. With the expansion of the students’ number and size in SIAS, the university made great efforts in school-running qualification, school running characteristics and educational condition, teaching management, the degree of internationalization, educational effect, improves their competitiveness. Based on education, the teachers are the main force to develop the education career. In the final analysis, the core competitiveness of SIAS international university is the high quality of teachers. How to develop the scientific and reasonable performance management system to attract and retain talent is very important. How to use performance management which meets the goal of strategic planning and development of the SIAS to deal with competition in the high quality of faculties is particularly urgent and important.This article starts from the general information and the organizational form of SIAS international university, based on performance management of staff in SIAS international university as an example, through the introduction of the background and current situation of implement the performance management in SIAS, under the investigation of the basic situation of the current performance management implementation in SIAS, find out the problems arising from the performance management work, and in view of the problems to optimize the performance appraisal system, use the result of performance appraisal, such as by issuing performance-based pay way, they are the focus of this study, and is also the difficulty in this paper. By analyzing the present situation of the performance management of SIAS international university, improve the understanding of the performance management for SIAS. This process makes the combination of research and reality closely. Finally, according to the problems found in SIAS and system to improve the performance management system, establish scientific performance management system, come up with the scientific and reasonable improvement opinions, sums up the corresponding countermeasures.
