| Local institutions of higher learning, as an important part of China’s regular higher institutions, undertake the vital responsibilities to cultivate talents for local developments. A team of talents will be the guarantee to help the institutes surviving and developing in the increasing competitive of higher educations. Further ensuring ways of bringing in talents for local institutes of higher learning play of great significance role for them of sustainable development and overall developments of the country’s higher education.This thesis, by ways of question, analysis and settlement, has collected and studied large number of data and documents through data analysis, comparative analysis, case study and interview. It has studied related conceptions and basic theories of local institutes of higher learning, talents, bringing in talents, human capital, incentive and the flow of talents, and explained the importance of bringing in talents for provincial institutes of higher learning. In comparative with four local institutes of higher learning of their policies of bringing in talents in Zhejiang province, this thesis aims at assessment of existing conditions of bringing in talents in local institutes of higher learning in the province. As a typical case of Shaoxing University, the thesis studied the exchanging of policies of bring in talents from2011to2013, analysed the present situation and summarized accomplishments of their works and point out their existing problems. As final submissions, the thesis lays out some measures to improve works of bring in talents and hopes to offer references for local institutes of higher learning in Zhejiang province. |
