During the popularization of the higher education in our country, a batch of local colleges have showed themselves, and Hunan Science and Technology college(HNSTC) is among them. In order to survive and develop, HNSTC has come up with the orientation of developing applied talents. The guiding principle and theidea for running a school is totally right. In fact, from the viewpoint of social needs, educational policy and school conditions, local colleges should set up the idea of developing applied talents.In order to make the idea of developing applied talents into school-running practice and can achieve the expected results, HNSTC should adopt countermeasures in every aspect in education teaching work, and amid them the most important are the orientation of developing applied talents , the adjustment of the applied subjects and disciplines, the setup of the applied curricula system and the establishment of the applied teaching system. The four aspects above are the main content of this article.The research holds that to set up the applied-talents development purpose is just to define what is 'applied talents' clearly and ascertain the specifications and quality of the applied talents in the talent training plan or specialty teaching plan so as to make it the common ground for the whole faculty. For the local colleges, those applied talents should master modern science and technology knowledge and make them qualified both intellectually and physically. With relatively high knowledge level, relatively good creativity and good mastery of mind and operation skills, which can make them become advanced specialized talents who will be qualified to embark on planning,designing,managing and operating work in various kinds of fields such as production,constructions management and service. If from the angle of professional community ,the applied talents should be characteristic of 'grey collar'. Which is to say that those applied talents in local colleges are different from those so-called 'white -collar', who are developed in the research universities, mainly embark on basic theory research and technology innovation theory research, nor different from those 'blue-collar' who overtake innovative technological application and skill application in higher vocational institutions.Higher education is set on the platform of subject and specialty education, and the support of the applied subject and specialty is necessary to the development the high quality applied talents. Local colleges should change that kind of thinking mode that specialty construction substitutes subject construction, and we should solidify the idea of subject construction and improve the applied specialty construction through the construction of applied subject. The college should adjust or set its own specialty according to applied fields and set up the knowledge system of developing applied talents by choosing the main subjects which are basis of specialty theory in a series of subjects. In the adjustment of the subject and the specialty, the local colleges also need to carry forward its traditional advantage specialties, explore new specialties and specialty growing points and strive to set up characteristic specialties in order to enhance its strength.Curricula is the basis of conducting teaching activities and the important basic for the realization of education purpose and talent development. In order to develop applied talents, local colleges should conquer the subject-oriented or knowledge-oriented concept and try hard to establish practical curricula system with working requirement as purpose, ability as main line, subject knowledge as basis, working knowledge as point and quality-oriented as orientation. Of course, the setting of the curricula in higher institutions does not have specific structure pattern, especially when focusing on characteristic school-running, there are not curricula structures that are in all universities. Generally speaking, the curricula structure for developing applied talents should include subject basic platform, applied ability platform and quality expansion platform.In order to develop advanced applied talents, local colleges should intensify practice teaching. Therefore, we should highly value the construction of the practice teaching system. The process of the construction should firstly know the basic requirements of applied talents development to practice teaching, especially the realization of the initiative study. In order to make the work of constructing the practice teaching system meet the expected progress, the college must set down practical teaching plan, conduct the construction of the practical teaching environment and establish the solid practical teaching basis in virtue of the social power, developing teaching staff who have both theory knowledge and practice ability.
