Private colleges development into a key period,and have more autonomy ineducation. As this background, this paper exposed on such the decline in the quality ofteaching, false recruitment of students propaganda, chaos of diploma issue as lack ofcredibility problems, it researches on private colleges accountability from the point ofview of the performance evaluation. According to the principle of " the rights andresponsibilities equal ", private colleges should assume accountability from variousstakeholders at the same time of gaining more rights. Facing more and more intenseinterests of each benefit main body, the establishment and perfection of theaccountability system in private colleges is particularly urgent in China.First of all, in order to the accountability system of colleges and universities relatedtheory and new public management, stakeholders, entrust-agent theory as the theoreticalfoundation, combined with the performance evaluation related theory, find the correlationof theory and coupling on the function, makes every effort to clarify the relatedconnotation of private colleges accountability system based on performance evaluation.Secondly, exploring the theory of accountability system and the concrete practice incolleges and universities at home and abroad, drawing lessons from the successfulexperiences and improving deficiencies. At the same time, analyzing the universalproblems of accountability system in colleges and universities, and the analysis isfocused on specific characteristics and difficulties of private colleges promotingaccountability system. Thirdly, in order to solve the problems existed in the theoreticalresearch and concreted practice, from the two aspects of theory and practice to build theprivate colleges responsibility evaluation system based on performance evaluation in ourcountry, strive to comprehensive reaction of various stakeholders appeal, to implement private colleges bear the related responsibility.Finally, through a private colleges inQingdao as an example for empirical study, it is also a process inspection of the modelsystem, put forward suggestions for improving the implementation of the accountabilitysystem of private colleges,strive to help the private universities set up and improve theaccountability system, and make it to be a long-term mechanism, promote thedevelopment of our country’s private education forward.
