Po-ling Chang is the promoter of modern education in China.He has made a great contribution to the development of Chinese modern education, creatively formed the "public interests and practicality capability" educational thought."Public interests and practicality capability" educational thought contains two parts,"public interests" educational thought emphasizes on public interests and morality education, which focuses on cultivating national consciousness and social responsibility, while "practicality capability" lays on quality-oriented education, which put emphasis on training individual comprehensive ability and modern ability."Public interests" and "practicality capability" merge into the "public interests and practicality capability" thought, which has conformed to the inner quality of modern Chinese citizens and the connotation of modern personality.This paper based on the relevant research of Po-ling Chang, elaborated from the historical background, main contents, practical way, the related evaluation and revelation of "public interests and practicality capability" educational thought, committed to studying Po-ling Chang’s "public interests and practicality capability" educational thought thoroughly, made breakthrough to the weak spots of the research in Po-ling Chang’s educational thought, and made the study of the relevant educational thought become more systematic, comprehensive and objective."Public interests and practicality capability" educational thought is achievement of41years rough practice, combined the western advanced educational experience with local educational situation together."Public interests and practicality capability" educational thought originated from the requirements of development of Chinese education and foreign educational achievements; traditional Confucian culture, foreign advanced experiences, the domestic colleague practice, and the guidance of Tianjin local counterparts formed this educational thought, promoting the development of "public interests and practicality capability" educational thought."Public interests and practicality capability" educational thought has its way to realize.
