Survey And Research On Implement Of Teacher Exchange Rotation System In Compulsory Education

Our country now is in the primary stage of socialism, compulsory education has made achievements during the recent years. But the gap still exists between urban and rural areas, between different regions and different schools. And the teachers disorderly flow affects balanced development of compulsory education. Third Plenum of the Party’s eighth president proposed we should further strengthen the exchange of teacher and principle work rotation in order to promote the rational allocation of educational resources. The Ministry of Education in2013study and formulate the "Opinions on the county (district) within compulsory school principal teacher exchanges" and supporting measures and implement the teacher exchange rotation system in the country. By the end of2013, Tianjin developed "further promote the rational flow of teachers in compulsory schools Work" and started the principal and teacher exchange system in District and County in2014. The thesis analyzes the current situation from the perspective of domestic and foreign, finishes policy and literature of teacher rotation. The thesis makes questionnaire and interview survey to principles and teachers of two districts of Tianjin and understand the current situation of implementation from the details. The implementation of the policy is very smooth, but there are also some problems during the implementation. The writer proposes solutions and suggestions by learning the experience from home and abroad and provides some methods for rational flow of teachers in the future.
