With the rapid development of economy,all countries are striving to pursue the education mode of "quality education equity".The balanced development of compulsory education is not only the clear education development strategy of the 18 th CPC National Congress,but also the clear requirements of the revised Compulsory Education Law.It is the inevitable choice for China to realize education equity.The core of educational equity is the balanced allocation of educational resources,and teachers are the most core educational resources.The system of teacher exchange and job rotation is an effective measure to realize the balanced allocation of educational resources through the reasonable flow of teacher resources within the existing system framework.In recent years,under the guidance of national policies,various localities have actively explored the policy and practice innovation of teacher exchange,basically realized the institutionalization,systematization and regularization of teacher exchange rotation,and promoted the development of education equalization to a certain extent.However,at this stage,the dual structure of China’s social development has not been completely changed,the imbalance of social and economic development has not been completely eliminated,the unfair phenomenon of compulsory education exists widely in a certain range,and the unreasonable allocation of educational resources,especially teachers’ resources,has not been completely solved due to the extensive implementation of the teacher rotation system.There are all kinds of bad phenomena of "cutting corners" and "changing concepts" in policy implementation.Some school leaders limit or hinder the reasonable flow of excellent teachers according to the policy by various means out of the standard consideration,while some floating main teachers,out of their own consideration,have conflicts or negative emotions to the exchange rotation system,and so on,which greatly reduces the implementation effect of the exchange rotation system of teachers,and also leads to doubts about the exchange rotation system of teachers in the society It is of great theoretical and practical significance to carry out the research on the problem of teacher exchange and job rotation,to improve and implement the relevant policies,and to ensure the smooth progress of the balanced development strategy of compulsory education.Taking Dalian City as the research object,this paper uses questionnaire and interview methods to investigate the system and implementation of teacher exchange rotation in Dalian City,comprehensively analyzes the current situation of teacher exchange rotation in primary and secondary schools in Dalian City,excavates and summarizes the problems of system supply,safeguard measures and implementation,and puts forward the teacher exchange rotation in primary and secondary schools in Dalian City Based on the analysis of policy influencing factors Policy optimization suggestions.The research of this paper is mainly carried out from the following aspects: the first part briefly describes the background and significance of the research,defines the concepts of "teacher exchange" and "education equity",sorts out and summarizes the relevant research abroad and at home,and establishes the research basis of this paper;the second part analyzes the policy and implementation status of teacher exchange rotation in Dalian.This paper comprehensively introduces the current policies of Dalian City,and describes the implementation of the teacher rotation system in Dalian city through investigation.The third part analyzes the problems and reasons in the implementation process of the teacher exchange rotation policy in Dalian city.This paper analyzes and summarizes the problems in the management system and mechanism,safeguard measures,implementation and supervision in the process of policy implementation in Dalian,and analyzes the specific reasons;the fourth part is the optimization suggestions of Dalian teacher rotation system.In view of the problems and reasons,this paper puts forward specific suggestions from four aspects: management mechanism,security system,supervision mechanism and social publicity.
